Three pre-qualified for WAHA redevelopment project
Infrastructure Ontario (IO) and Weeneebayko Area Health Authority (WAHA) have prequalified three teams to move onto the second phase of the Request for Proposals (RFP) process to deliver the WAHA Redevelopment Project.
The consortia chosen to move to the second phase of the RFP process are: PCL Northern Health Care, which also includes Parkin Architects Limited as the prime design team member; Pomerleau Healthcare Partners, with design partners Kasian Architecture Ontario Incorporated and Bertrand Wheeler Architecture Inc.; and The Bird Team, with design support from NORR Architects & Engineers Ltd and Cannon Design Ltd.
The redevelopment project involves the construction of a new hospital, elder care lodge, visitor hostel and staff accommodations in Moosonee as well as a new ambulatory care centre on Moose Factory Island.
The facilities will support WAHA in providing exceptional, culturally appropriate health care to patients and clients living along Ontario’s James Bay and Hudson Bay coasts, majority of whom are Indigenous.
The teams will now be invited to submit design development, construction management and project controls plans for the development phase, a financing plan, and the price of the developer’s design and preconstruction services during the development phase.
IO and WAHA adopted the progressive P3 procurement model for the project, given its remote location on Moosonee and Moose Factory Island, and the particular needs of the First Nations and Indigenous peoples of the region that are served by WAHA.
The RFP process is expected to close in the summer. IO and WAHA will evaluate the submissions to select a partner to enter into a Development Phase Agreement for the Development Phase.
They also expect that the development partner will enter into a traditional fixed-price, public-private partnership (P3) agreement to design, build, and finance the project.
In its latest P3 Market Update document, IO puts the value of the WAHA Redevelopment Project at between $200 million and $499 million.
