Aecon-led team named development partner on Scarborough Subway project
Metrolinx and Infrastructure Ontario (IO) have named an Aecon-led consortium to act as its development partner for the stations, rail and systems (SRS) contract for the Scarborough Subway Extension project.
The Scarborough Transit Connect team is a joint initiative of Aecon and FCC Canada, with design support from Mott MacDonald Canada Limited. The team will now work with Metrolinx and IO on the project’s development phase, in which key stakeholders will finalize the scope, risk allocation and pricing of various elements of the project.
The development phase for SRS is anticipated to be completed in approximately 18 to 24 months. Once the it has concluded, Metrolinx and the Scarborough Transit Connect team will then have the option to sign a final agreement to proceed to the construction phase, which would include agreements on detailed designs and a negotiated price.

The SRS contract calls for the design and construction of three new underground stations and bus terminals at each station, the design and construction of emergency exit buildings and service buildings, and traction power substations, the installation, testing and commissioning of all systems equipment and interconnection with existing TTC systems, the design, supply, installation, testing, and commissioning of all rail and track components and a pocket track east of Kennedy Station, and coordination with the Advance Tunnel contractor on remaining work.
Metrolinx has committed to deliver the Scarborough Subway Extension in two large contracts: the SRS contract and the Advance Tunnel contract. Construction on the Advance Tunnel component of the job began in June 2021, and is being led by Strabag Inc.
The project will extend the TTC's Line 2 subway service nearly eight kilometres farther from the existing Kennedy Station northeast to McCowan Road and Sheppard Avenue, including three new stations with connections to Line 5 (the Eglinton Crosstown LRT), GO train and bus services, TTC bus service and Durham Region Transit.
It is one of the five priority transit projects in the Greater Toronto and Hamilton Area. The other projects include the Yonge North Subway Extension, the Eglinton Crosstown West Extension, the Ontario Line and the Hamilton LRT.
IO’s November P3 Market Update document values the SRS component of the Scarborough project at between $2 billion and $4 billion.
