Two submit proposals for Highway 3 widening project
Two of three qualified proponents have submitted proposals to design, build and finance a highway widening project in southwestern Ontario.
Infrastructure Ontario and the provincial transportation ministry announced on November 24 that they had received formal proposals from Erie Shores Infrastructure Partners and GIP Paving Inc. for the project to widen Highway 3 between Essex and Leamington.
The Erie Shores team is led by Brennan Infrastructures Inc. and Amico Infrastructures Inc. with additional construction support from Colas Project Canada Inc. and design support from Parsons Inc. and EXP Services Inc.
GIP Paving is the organization that acquired Coco Paving in April. Its consortium also includes design support from Dillon Consulting Ltd. and Golder Associates Ltd.
Only the Highway 3 Corridor Developers team, led by Aecon Infrastructure Management Inc. and Plenary Americas L.P., did not submit a formal proposal by the deadline.
The expansion project extends 15.6 kilometres, and calls for widening the highway from two lanes to four from the Town of Essex to the Town of Leamington (1.2 km east of Arner Townline (Essex Road 23) easterly to 1.1 km east of Union Avenue (Essex Road 34).
The scope of work also calls for drainage improvements, including the extension of six mainline structural culverts and the replacement and extension of existing centerline culverts, the realignment and intersection removals of several local roads on Highway 3, the reconstruction and resurfacing of existing lanes on Highway 3, and signalization and illumination as required.
Infrastructure Ontario expects to announce a preferred proponent next spring.
