IO, MTO award Highway 3 widening project
Infrastructure Ontario (IO) and the Ministry of Transportation (MTO) have announced that they have chosen a consortium led by GIP Paving to design, build and finance the Highway 3 Widening Project between Essex and Leamington.
The project will widen a 15.6-kilometre stretch of the road from two lanes to four from the Arner Townline (Essex Road 23) near the Town of Essex to Union Avenue (Essex Road 34) near the Town of Leamington.
The scope of work also calls for drainage improvements including the extension of six mainline structural culverts, the realignment of several local roads on Highway 3, the reconstruction and resurfacing of existing lanes on the highway, and signalization and illumination.
GIP Paving is the company formerly known as Coco Paving. Its project teams also includes Dillon Consulting Ltd. and WSP
IO and MTO expect to reach financial close on the project later in the spring.
Highway 3 is a critical highway that provides regional and international connectivity.
IO’s latest P3 Market Update document values the project at less than $200 million.
