PCL/ED consortium awarded $13.9B P3 contract for Mississauga hospital
Infrastructure Ontario (IO) and Trillium Health Partners (THP) have awarded a contract worth nearly $14 billion to a consortium led by EllisDon and PCL to design, build, finance and maintain The Peter Gilgan Mississauga Hospital and Shah Family Hospital for Women and Children.
The project scope of work includes the full replacement of existing hospital site and the creation of an entirely new facility that includes one of the largest emergency departments in the province, an updated surgical platform with additional operating rooms, specialized equipment and advanced imaging systems, new advanced diagnostic imaging facilities, a new pharmacy and clinical laboratory and a new parking structure.
The ED+PCL Healthcare Partners consortium also includes designers Parkin Architects, Adamson Associates and Jodoin Lamarre Pratte architects.
The project itself is being delivered using a progressive public-private partnership (P3) approach which fosters a collaborative development of project requirements, design, pricing, schedule, and risk management.
IO and THP signed a Development Phase Agreement with ED+PCL Healthcare Partners in March 2023 following a request for proposals process that began in April 2022. ED+PCL Healthcare Partners worked with IO and THP to create the project design and confirm pricing.
Now that the development phase is complete and the P3 contract has been awarded, ED+PCL Healthcare Partners is on site to redevelop the hospital. Construction is expected to be complete in 2033.
