Two teams shortlisted for Bowmanville Hospital redevelopment
Infrastructure Ontario (IO) and Lakeridge Health have invited two teams to respond to a request for proposals (RFP) to design, build and finance the Bowmanville Hospital Redevelopment Project.
The announcement follows a competitive request for qualifications (RFQ) process that began in August 2024. Selection criteria included design and construction capability, experience, qualified personnel and financial capacity to undertake a project of this size and scope.
The prequalified teams and their prime team members are:
Bowmanville Health Partners (BHP)
- Applicant Lead: Amico Design Build Inc.
- Design Team: NORR Architects & Engineers Limited and Hariri Pontarini Architects
- Construction Team: Amico Design Build Inc. and Tom Jones Corporation
PCL Partnerships
- Applicant Lead: PCL Constructors Canada Inc.
- Design Team: Diamond and Schmitt Architects Inc. and Cannon Design Ltd.
- Construction Team: PCL Constructors Canada Inc.
The project will mark one of the largest redevelopments at Lakeridge Health to date. Supported by a provincial investment of over $20 million to facilitate planning and design, it will more than double the hospital’s capacity by adding up to 32 new beds and state-of-the-art facilities to expand inpatient and ambulatory care services and the emergency department.
Once completed, the project will include:
- modern and comfortable spaces with private rooms and bariatric rooms,
- a new rooftop helipad to enable rapid access to emergency services and patient transfers
- expanded critical and intensive care services, enabling the hospital to provide the highest level of care for patients who are critically ill or injured, and
- new state-of-the-art facilities, including an ambulatory care centre and hemodialysis stations to increase access to life-saving dialysis
“Our government is making record investments to protect Ontario’s health-care system and connect people to the care they need, when they need it,” said Health Minister Sylvia Jones. “This milestone brings us one step closer to getting shovels in the ground for Bowmanville Hospital’s redevelopment.”
Teams will now begin preparing proposals that detail how they will deliver the project. Once submissions are received, Infrastructure Ontario and Lakeridge Health will evaluate the proposals, select a preferred team and then negotiate a final contract. A successful bidder is expected to be announced in 2026.
Lakeridge Health is one of Ontario’s largest community health-care systems, supporting Durham region with five hospitals, four emergency departments, three critical care units, a long-term care home, a full range of medical and surgical specialties, more than 20 community health-care locations and a state-of-the-art surgical centre within the Jerry Coughlan Health and Wellness Centre.
