Mississauga expands development charges incentive program
Mississauga City Council recently approved a motion from Mayor Carolyn Parrish to expand its development charges incentive program.
The motion eliminates development charges, effective immediately, for one-bedroom plus den and two-bedroom units. To be eligible, developers must pull a building permit before November 13 of this year.
The aim of the motion is to help get more purpose-built rental apartments buildings under construction in Mississauga, and builds on efforts already in place by the city to stimulate such builds.
“Mississauga needs more rental housing for families who continue to be priced out of home ownership,” Parrish said. “That’s why we’re eliminating development charges for more types of rental units. As a city, we have to do what we can to get rental developments across the finish line and shovels in the ground.”
In January 2025, Mississauga became one of the first municipalities in Ontario to reduce or eliminate development charges for residential housing. The Region of Peel passed a motion to match the city’s incentives in June 2025.
Other actions taken by the city include:
- creating a $44-million affordable rental housing incentive program to help stimulate the creation of new affordable rental housing,
- updating the zoning by-law to allow semi-detached homes and homes on smaller lots in residential neighbourhoods,
- pre-zoning lands in major transit station areas to help speed up the construction of new housing, and
- reviewing and updating urban design requirements and launching improvements to the condo plan approvals process.
